FORMULATION

A meeting was held under the Chairmanship of President of Pakistan on July 13, 2005 at the Governor House, Karachi. The President of Pakistan was pleased to direct formulation of Infrastructure Development Companies in the four Industrial Areas of Karachi namely North Karachi, Landhi, Korangi and Federal B Area on the basis of Private Public Partnership (PPP) and the Board of Management was to run the affairs of these companies. The purpose of infrastructure development companies was to put emphasis to rehabilitate and upgrade the existing infrastructure and identify the projects for future needs.

In the said meeting, the industrialists of the fourth Industrial Ares of Karachi apprised the President of the dilapidated conditions of the infrastructure that needed to be improved to meet the post—WTO conditionalties so as to boost up exports. The President was kind enough to accede to the request of the industrialists and directed the Sindh Government to ensure formation of Industrial Development & Management Companies. He had also assured the industrialists that Rs. 250 million Special Grant will be given one time both by the Sindh Government and Federal Government.

In addition to the above and to facilitate the Industrial sectors for the improvement of deteriorated infrastructure with the concept of Public Private Partnership an Industrial‘ Development & Management Company (IDMC) has been set up under Section 42 of Companies Ordinance 1984 (Securities & Exchange Commission of Pakistan) on February 27, 2006, under the Sindh Industrial Infrastructure Development Board (SIIDB) headed under the dynamic leadership of the Minister of industries& Commerce, Government of Sindh, Karachi (Pakistan). The NKI-DMC registered and commenced its business from May 09, 2006 as limited by guarantee having share capital. The Government of Sindh has already released Rs. 250 Million to North Karachi Industrial Development & Management Co. (NKI—DMC). However, no matching grant of Rs. 250 million has been received from the Federal Government despite regular pursuance, which is still awaited.

The main idea underlying the formation of North Karachi Industrial Development & Management Co. has been to work for orderly planned and repaid industrialization by establishing, developing and upgrading the industrial zone as envisaged by the WTO to give a boost to exports.

It would be in the fitness of things to give a brief about the projects that are being executed by NKI—DMC, which are as follows:

Project No. 1

In continuation of Roads development, implementation of North Karachi Industrial Protection Plan is our Top Priority List by means of all available modern security measurements such as; twenty—four (24) hours vigilance and monitoring of entire industrial Area by surveillance through Close Circuit TV (CCTV s) cameras to be fixed On most sensitive places so that each and every factory could be gripped in CCTV Cameras. For this purpose, we will also take help from Police and Rangers. We are also planning to establish our own Security Force who will be responsible for security protection of entire North Karachi Area security by patrolling, keeping an eye on each and everyone passerby into and across the Area; responsible to cease free excess, entrance and exit except by proving Legitimate Identity and reason to come into the Industrial Area. In this connection, we would also take help, support, guidance and benefit from the valuable experience of the City District Government Karachi (CDGK) and Citizen Police Liaison Committee (CPLC).

Project No. 2

We have in our plan to establish our own Fire Fighting Station by utilizing all available means andresrlnees within matching grant funds to be spared from development expenditure. So that in case of any emergency we could not wait for outside help.

Project No. 3

We also have in or! plan to establish a hospital for the Industrial Workers and their families as well as Vout'nnal Training Institute for Male and Female unskilled, semi—skilled workers and their children. For the purpose, with the foreign collaboration of financial institutions who are sincere and Willing to help establish a hospital and 21 Vocational Training Institute with fln'r financial and technical resources, know how. We wish that 100% children I of our wotkus could avail benefits from such institutes, for which we would design our own Curriculum in the light of future requirements and necessity of the time. Provision to provide UnflmBooks, Copies and other relevant Stationery items are also part of this program.

Project No. 4

NKI—DMC also willing towards installation of Solar Energy Power Street Lighting System due to unabated poweroutages. This is essential to keep an eye on the criminal elements who taking advallage of the darkness intrude into our Industrial Area for committing all sorts of cdncs.'l‘ll: Won of Solar Energy lights has already started twelve lights have been installed all 3“) more lights are still to be installed for which the Company needs more funds.
